Welcome to the SMF community, websi7!

Any errors in your error log (Admin area > Error log)?

You can try changing the mail settings. See: Server Settings

do you know if your host has any restrictions on email sending at all?

And it doesn't send at all using php mail either?

You might ask your host why the emails are being refused (sendmail should have a mail log)

what i gather from that is one of two things 1.) the receiving server denied the send or 2.) The host's setup is preventing the email from sending -- i have no problems at all with a base 1.1.4 install on a couple of different servers -- i really hate to say it but the permission denied part tends to tell me that the host is denying the sending of the email.

no, i do believe they'd be completely seperate

Like i said, i'm fairly certain that the server is denying your send.

You might try searching for an SMTP service (theres a few out there -- search google)
