Definitely not.  The Customization team will need some time to go through the submissions done on the last day and approve them.  Depending on the number of submissions that could take a day or more alone.

I believe the team will be narrowing down the field after the submissions are over.  This will probably take a few days to a week.

It'll then take another day or so to setup the public vote.

Because there is still time for 2.0 To be public and 99% users use SMF 1.1.x

All kinds of graphics created for these themes could also still be used when making the theme compatible with 2.0.

Like Dragooon said, 2.0 is not stable at the moment, nor is it public, and there's still plenty to do with it.

Effectively yes, but that's just one bonus of the charter membership, there are other bonuses along side it.

You are welcome to produce the theme for 2.0 - but only the 1.1 version will be reviewed for the contest.
