It is, you have to emulate it though.

Took me long enough to discover too.

Install as normal. At the bottom of the packages on the right side is a link wich says advanced.

Install the package as per normal.

Go to Browse packages

Below the avatars on the right side is an advanced link

Emulate the package to say RC2 then go back to the package and install as normal.

Quoting so that people don't miss:

SimplePortal 2.3.1 works perfectly fine with SMF 2.0 RC3. Just emulate the Package Manager version to SMF 2.0 RC2 and you can install and use it without any issues.

it DOES install and works just fine using emulation, but since it claims rc3 compatibility, then it should install without using emulation.

Sorry, I'm having difficulties understanding what you mean. You want to display links to topics of attachments in Recent Attacments block?

We didn't want to update the package to fix that very minor issue at this point, because 2.3.2 was almost ready. It will be released very very very soon.

Oh, I see. 2.3.2 is a maintenance release, so it's mostly bug fixes and doesn't include new features. Here is the changelog though:
