How can i set the option "Fast reply" on?

Quick Reply can be enabled via your profile > Look and Layout.

And/or an admin can enable it forum-wide via
Admin > Current Theme > Reset Options (known as Member Options in SMF 2.x)

Change Default Settings for Member using this theme
