How to give a user an warning?

Does SMF 1.1.7 have any system for giving members warnings? so that there is a waning text under their avatar?

SMF 1.1.7 doesn't have a warning system by default.
You would need to use a visual warning mod eg

NOTE: However SMF 2.x does have a Warning System as a Core feature.
