i'm can't mod package

I'm can't mod package. The first i login in admin mode and chose package, In package i'm choose upload package it success.
2. In browse package "modification package" i'm choose apply mod but show error in this picture



please tell me about this problem and clear it.

the error in picture is "You cannot download or install new package because the Package directory or one of the file in it are not writable!"

Create a folder called temp in your Packages directory and CHMOD it to 777. Then try installing the mod again.
