moderator of a usergroup

I'd like to see the ability for a special mod-of-a-usergroup so that you can assign someone the right to allow people into ONE usergroup.

For example. At the moment Global Moderators can add people to any group *except* admin, which makes sense. Don't want them making themselves admin!

What I'd like to see is the moderator of a private board (or a person I designate) being granted the ability to add others to their one specific usergroup.

So Bob is part of the usergroup called "Bob's Private Board" and so has access to the board called "Bob's Private Board". Carol wants to join and asks Bob "can I join your private board?". Normally  Bob would have to ask the admin or global moderator to do it for him, but with this mod he can add people ONLY to the group "Bob's Private Board" on his own.
