Default notification setting for users

Is there a way to change the default values for the Notification settings for the users?
By default, new users have:
"Turn notification on when post or reply to a topic" on
"When sending notification..." off
"For topics and boards I've requeseted notification on, notify me:" Instantly
"For topics and boards I've requeseted notification on, notify me:" Moderation only

I want to change those values so that I won't have to change them manually everytime a new user joins.

I don't believe this is possible by default, however you could request it as a feature (Feature Requests) or mod (Mod Requests)
