I agree with the husband and wife issue. I am just starting to setup a forum for my family and friends to communicate with each other, many of these only have one address and in my opinion can only handle one address, as many are old or not very computer savvy and I basically have to hold their hands to get where they are. I dont see how it would be such a risk anyhow as you could add a function that when the password is changed, all users of this email address much activate it or something like that. Even if you didnt it would be up to the board admin to enable it or disable it, or at least allow the admin only to create these accounts upon request .
For myself i would like to have it as I am the boards admin and have to have 2 email accounts now, as I do not wish to log into the board as admin when I am not at my own computer for security reasons. Thus I have created a secondary user for myself, but now need to have a second email address. Not a major hassle for me, but muliplte accounts per email is a feature that would have its merits in certain situations even if it must be created on an admin level.

One work around would be for you to create a fake email address for each of the members that has a duplicate address and then set up that email account to forward the email to the correct address.  It is a bit of work, but may be far better than trying to teach them all how to use a new email account.
