docs.simplemachine.org and related doc pages

I searched the site on 'docs.simplemachines.org' and seemed to be quite successful finding links *to* docs.simplemachines.org, but not so successful regarding what I'm about to ask.

Is docs.simplemachines.org (and all the goodness located here: http://www.simplemachines.org/about/) something which is baked into SMF?  Or is this a CMS such as Joomla, and if so, which one?

I noticed on one of the pages (http://www.simplemachines.org/about/features.php) that there are some helpful markups.  For example, right near the top of this page, 'PHP' is shown with a dotted underline.  A mouse-hover will then show the popup "PHP: Hypertext preprocessor".  This reminds me a lot of Dokuwiki, so if that's the deal, then cool.

Just looking to get clarity on the above, since I'm looking to do a similar sort of model (helpful docs, helpful popup definitions, forum).

The doc site is an smf forum with a wiki type theme.

SMF website is custom bespoke code (not available).
