upgrade rc1 to rc1-1 causes language problems

I got a problem when upgrading from rc1 to rc1-1... after upgrading all utf8 characters are questionmarks:

For example this post should have russia characters
hxxp:www.mlmods.org/forum/index.php?topic=46.0 [nonactive]
as seen on the old rc1 version with the same database:
hxxp:www.mlmods.net/forum/index.php?topic=46.0 [nonactive]

And in this post the messages get not displayed
hxxp:www.mlmods.org/forum/index.php?topic=16.0 [nonactive]
this is the rc1 version:
hxxp:www.mlmods.net/forum/index.php?topic=16.0 [nonactive]

is this known? or is there a solution?

You may have to update your language files as well to reflect your new version. Visit the Downloads page to download the updated language files.
