Error to the user when admin set Member approval

Install the smf_1-0-3 today, so far very nice and smoothing setup with mysql on UNIX server.

small problem: When the admin set Member approval the user that tried to register got a page with
An Error Has Occurred!
You are not allowed to access this section.
the admin got no mail from the user and the user can register again whenthe admin set it back to Member activation.
You are not allowed to access this section.

Here is my dilema, I have a guy who has his daughter on the forums as well as he wants to be on, but they share the same computer, it keeps popping this error when he tries to register.

Tell him or her to restart the computer.

Yeah, actually I just realized that you said I could register them, so I did and its working fine now.
