update smf2 rc3 to rc4

You're right, I believe there was an issue with the language files - they were mostly not regenerated properly for RC4, initially. Including for English-UTF8 (which unfortunately is not "native" to SMF 2.0 - though we're considering to make it so in future versions), for which reason it wasn't accepting the fallback to English either.
Currently the language packs have been regenerated again and I tested many of them, including English UTF8 and Arabic: they should work now.
Please, let us know how it goes.
To-do lists are for deferral. The more things you write down the later they're done... until you have 100s of lists of things you don't do.

Sweet! I will test this out on a few fresh RC3 installs and let you know what happens.

As you wish. You could go back to RC3 on the main forum, and make another directory to test the upgrade to RC4. We would install there a new forum and see about upgrading it. It may be the slowest route, though.

I suspect it might happen that not all files were uploaded...? Perhaps you could download for testing index.english-utf.php and index.arabic-utf8.php and attach them here?

Please tell, what language packs do you use on your forum? UTF 8 or not?

i have backup rc3 i will worked rc3 now , when solved this problem told me to try

I had this issue when I upgraded my test forum as well.  I had uploaded all the language files, but my FTP client was set to only overwrite if the date was newer.  Once I selected to overwrite all, everything worked like a charm.

bro i remove all file and upload new rc4 file its same problem

I  done to transfer  all files and download  Arabic, English lang,i have  problem and can not complete the installation but i see forum its ok work without any problem so i remove this file (upgrade.php)
and i see copyright its ok

i try old problem in ie7 and ie8  its work good now
i lost my mode but all thing is ok ,  rc4  fixed some problem
but i don't install  , just transfer all files and down language ;D

you need to use FTP to transfer that file and any update files for the database to your server then run upgrde.php How do I use FTP? / What is FTP?

you will NOT loose any members or posts using this method

now all my file is rc4 and all db is rc3

Download the small upgrade package, extract the files that begin with 'upgrade', then FTP them to your site and run the upgrade.php from your browser.  If you get an error, post it here.
