look in Themes->default->languages for EmailTemplates.english.php

That's the emailed notice that goes out when a registrant gets rejected.

At the index.english.php file in the languages folder find this string

$txt['your_ban'] = 'Sorry %1$s, you are banned from using this forum!';

And change the wording like you want.
