Odd permissions question

What are the differences and perks (the best way to setup permissions) on an SMF board.

I know I can set the members groups, and set permissions to allow member groups to see certain boards.  I also know that I can set permissions via the board on what member groups can see it.

What are the differences?  What is the easiest way to setup a SMF board for a development discussion board.

For example, im going to have staff, that can see all.  Then im going to have graphics artists that can see projects or forums only relating to graphics and so on. . .

What is the easiest way for me to accomplish this so it doesn't become a hassle in the future when i have alot of members.

Since access to boards is managed by groups at the board level, that's the only way to do it (there isn't actually a 'permission' to enter a board)
