how do I install a mod?

well, I've downloaded my mod (memberperms v1.31), but I don't know what to do with it.  Where do I put the files, and then how do I activate them?

alright, I used the package managaer to download it, but when I try to apply it it says its either currupt or incompatible with my version.  I'm trying to install memberperms v1.32 onto smf 1.0.5.  Any ideas?
