groups can see recent posts in boards they don't have permission to view

I have searched these forums and have read topics that state if a user is in a membergroup  that cannot see a particular board they also cannot see recent topics in that board.  On my installation that is not the case.  They can't see the boards in the board list but the info center  messages are still visible and when the messages are clicked the user is taken to the content and then has access to the board.  I cannot figure out how to make this work.  I have also looked for mods and don't see anything that might help.

What am I doing incorrectly?   Is one of my mods interfering?
