looking for 2 mods need help from someone

Hello i am looking for 2 mods can anyone help me to find please
1. in a board only admins can make topics
i mean if a board is there suppose "Announcements" i want a mod that will allow only admins to make topics but users can just reply to that topics
i mean users cannot make topics but can reply to posts by admin
2. color to be displayed here like in the pic below:

Hi, you can achieve the first one by using the permissions, enabling the "permissions by board"  will give you the chance to reconfigure the permissions on a per board basis,  this means you can have a whole new set of permissions that will affect only to your "Announcements"  board,    in this new set you can configure the permisisons so only certain member groups can create topics  while the rest can only respond to topics already created.
