It would be great if an admin could post a special announcement. Everybody has to read this announcement before they can read/post other topics...
It would make some moderators an easier life: no more questions:

• is SMF free?
  
• when will it be released?
  
• ...

if you're talking about newbies, include the faq (or a link to it) in your registration agreement and require registration. i still find myself asking questions that have already been answered, sometimes after doing searches for it.
