How to give topic links or announcements just above board index

i was trying to edit some php files to insert some html content like text , image and urls in the place given in image.
But i always get some error. I think i am editing wrong php files.
I want to know which php file is to edit for this , and in which format i have to post images , urls and text.
Please help me with this, i am noob in these things.

You could probably either just use the News, or try Ad management -mod or similar to place the text where you wanted.
