Per-forum Start New Topic text

Now, we all have forum rules, and we all know that most people don't bother to read them.

So what I'd like is the ability to set a brief paragraph of text for each forum, which would be displayed between the smileys and the text box on the Start New Topic page.

That way, I could give a brief summary of the important rules in a place where anyone starting a new topic cannot claim they failed to read them.

SMF is looking really good by the way, I've been a bit annoyed with YSE's lack of proper permissions support, but SMF looks like it'll blow me away. :)

My guess is that this could be done via templates.  In Post.template.php you'd have an if board is this then print this, else if board is this print that, etc.

Yeah, the board specific themes stuff is almost ready ;).

Now I just have to figure out if I have time to add seasonal themes... (calendar stuff.)
