Hotmail (Outlook) Mails Does Not Come!

Though it looks to be somewhat solved by asking members to contact the Admin, I am still having a problem with members not receiving their Activation Emails if they are using any derivative of Outlook or Hotmail. I tested this after a half a dozen new members complained about not receiving the Activation emails. They don't show up in either the Inbox or Junk boxes. However, the same test results with other email providers like Gmail or Ymail at least showed up somewhere.

It is manageable for smaller sites, but not for large sites that deal with 30+ new members a day. I do have a contact form setup exactly for this issue, and that is how many new members have contacted me because of this issue. It seems like Outlook/Hotmail may block automated PHP emails from what I gather.

Email from your own forum not delivering to outlook of your members is not related to the topic at hand here.
This one concerns email from our servers not reaching outlook.com. (Although, I believe it is doing that properly now.)
This actually happened at SMTP, while sending from PHP appeared to be working better; so I don't think PHP is the culprit here.
That it wouldn't deliver from our servers could be due to our SMTP server software, but I tend to blame Outlook as it was primarily limited to Outlook delivery showing issues.

Any trouble you experience at your own site should be look at independently from the issues described here as you are of course hosted on another server.
Like a blacklist, a problem with SPF records, rDNS entries, et cetera.
It's not a problem within the SMF software.

Or that the mails themselves are blacklisted because every SMF install has the same messages and Outlook/Hotmail may have decided that they're all spam because they're all just slight variations on the same thing.

That should usually make it end up in the junk filter though, plus would be strange that when being sent (from sm's stance) from PHP it suddenly does arrive while it's the same content in the email.
The biggest problem probably is no clear error message could be found, I'll rescan logs to see if I can find anything useful. :P
