Missing a Feature in the Package Manager

I'm running 2.0.13.
When I go to the Package Manager page I'm missing any options under the "Browse Packages" The header is there but I can no longer browse any packages to install into my forum.
In the past I could select browse packages and it would let me look at all the packages on SMF, select one, transfer it to my server and let me install.

Um, the list of packages to install is directly underneath. There isn't supposed to be any 'browse' option there, and if you want to add a package, do so via the Download Packages tab.
