What is repair_settings.php?

I went through with repair_settings.php but with no good result.
The installation pages are fine, but when the forum is connected with the database, than all is a big mess.

Your theme directory URLs and paths are wrong... or the theme CSS file is missing

I went through clean installation and the files while is installing are okay, but when I choose to delete the install.php file and when the forum i starting all is a big mess.

I don't know what css to upload or edit? So, this is after clean installation.
What should I do next?

Well, that is, again, not a clean installation...   it has at least a portal, if not other mods. So that is your problem...   whatever you claim to be doing, you are NOT actually using a clean set of files and removing hooks. Period...   you are just not doing it.

You were right Kindred, the paths were https instead of http.
I went for reset the themes and now everything is fine.
