method to limit users and ip control

by default this is not possible. you would need a mod and most likely that means paying someone to code it for you.

You could always lock topics if you don't want replies.

Through the admin panel, give different groups the power to lock topics, but groups that can lock topics can also unlock topics...

You could use post moderation for the individual(s) that are a problem, for example.

Or even let topics go off topic and then split them out. All kinds of ways to tackle it.
