I am aware a user can subscribe to a particular thread but can a user subscribe to another user and be notified anytime that user makes a post?

No, and I don't believe anyone's done it as a mod either.

Note that 2.0.13 is two security releases behind and should be updated promptly.

I'd want to be very careful about implementing such a feature, too, can very easily create bad situations in a forum where you have troublemakers who just subscribe to a number of users and follow them around, replying to every post they make.

Interesting concept/idea, I like it. To prevent users being stalked as mentioned above by Arantor, a check can be placed, where the user can either approve or deny the subscription request that he or she can receive from other users.
