SMF 2.0.13 newsletter sends with no content

hi there,
I sent two newsletter during the last days. member reports that they received plain PMs with no content. any suggestions please!

Basically this. You are 4 patches behind the current one. You can update to 2.0.17 via the Package Manager, one by one until you are up to date.

Btw, I did actually search before posting my first reply, but didn't find a solution (two similar reports for 2.0.11 and 2.0.13, but no solution, see link) and was on mobile, so didn't want to do an elaborate post. :P

I'd assume so because IIRC the newsletter code hasn't changed since 2.0.13. (But my recollection is fuzzy...)

I cannot reproduce this.  I've sent newsletters with all kinds of content, both via email & PM, and it always works fine.

My first suspicion is always utf8...  Questions:
- is the forum utf8?
- are the languages utf8?
- regarding the user who received no content, do they use the same language as the forum default?
- anything distinguishing about the user?
- php version?
- db version?
- mods?
- Is this still happening on 2.0.17?
