Repeated 403 errors for some of my moderators...unworkable now

I can't get a pattern going.  Sometimes it's when they're posting; sometimes attaching; but right now the guy can't even log in.

My Host says there is nothing wrong, but obviously that's subjective.

what are the chmd (permissions) of the folders and files in your forum
you can check via ftp or via your hosting account's file manager
