Edit terms of use

Somehow I got lost... I also searched the forums, but couldn't find anything. Please excuse me if I've overlooked something.

The file with the terms of use, which I change as an admin via the administration, is: /agreement.txt

However, the file that a new member sees when registering is: /agreement.german_informal.txt

And then there are the files
/agreement.german_informal-utf8.txt and /agreement.german.txt

Of course, I could activate the file that a new member sees by simply renaming it. Still, I'd like to know if this is the right way (I'll keep that in mind for future updates). And can someone explain the difference between these files to me?
