Forum Conversion

I have a current forum that is having issues ever since vBulletin had the database for cloud hosting and I'd interested in converting it to SMF. I have several smaller forums using SMF and it just seems to be both more rounded and easier to manage.

From what I've been told there is no direct converter from vB6.x to SMF however it looks like there is one for vB3.7 to SMF 2.0.19. I still have a copy of the older 3.X vB database, I'd hate to lose a years worth of posts but better that then dying from timeouts and DB issues.

My question is, since I don't have an active site running the old vB 3.X database is there a way to do the conversion offline? For example on a local drive or system as opposed to on a server?
