2.1 email option

Never noticed this before, but was just asked why only admins can see email icon in poster info.  In 2.0 there's an option to "Allow users to email me" both in registration and profile account settings, but I don't see it in in 2.1.4.  Admin sees the mail icon for all posters, but regular members don't, and there doesn't seem to be any way to make it visible.

The option was removed to prevent scripts from abusing it to send spam.

so they can easily get the email address of the users in case they need to contact them for whatever reason.
