Board Alerts not working all the time

Sorry to sound like a broken record but board alerts just aren't working properly since upgrading to 2.1.5/2.1.6. So I follow a few boards on my forum so I can get alerts for new threads.

Here's a good example today. Somebody made a new thread at 5:27PM (EW Badlands SDCC... highlighted in red). No alert, no email notification. Somebody made another thread at 6:44PM (Entertainment Weekly etc, highlighted in yellow). That one did give me an alert and an email notification.

Sometimes, alerts are coming through but a lot of the time, they're just not.

about the email there is a bug.

i am not aware of any issues with the alerts system.

Yeah, I know about the emails. I've already applied that fix.

Sounds like it's related to this:
https://github.com/SimpleMachines/SMF/issues/8180

This issue has been ongoing for a while.  Fixes have gone in recent patches, but clearly not totally fixed yet.
