No clue what happened... but I need help

Ok... last night I installed my SMF... it worked fine...  then I get home today from work and it looks like this...  what happened?

find the file "repair_settings.php" upload it to your forum folder and point your browser to it. That should fix you up.

stupid question...  where do I find that file?
