How to create Child Boards?!

The 'Current Position' option that you speak of is just that - the current position. You cannot move it to where it already resides 

Select the information that you need and you can move it to any forum that you want.

Here is the problem! I can't select any position

You have to select another option from the "Current Position..." dropdown list first ("Before...", "After...", "Is a child of..."), and then you will be able to select a position.
