This feature is especially usefull
for the Users having timely internet access only.
They know well what means ~Time is Money~
and why Money restrictions
is equal to Time restrictions.

Many people in Russia have such access only..
and most of others would have,
if the forum program supported their needs.

After the displaying of several topics
during the connection session
  and switching to off-line
a User begin the attentive reading of the posts.
You know some posts can not be left without a reply
and most of replies
should have the partial quote of the original post
  (independently from the occasion
whether they will follow the original post
or will be late. In general a User can't be confident
    until he will post).

Till now (in SMF 1.1 RC1),
while preparing the text of the reply,
the timely-restricted User is forced to connect once more
and repeat it each time he includes some quote
in a reply (or more than one quote in one reply).
(Well, I will be silent here
about the quality of connections in Russian Federation
and also about the pleasure of searching the similar topics
   while preparing the reply.)

When the reply with quotes is prepared and twice checked
(although in Russia it would be better
to measure out seven times to post once)
a User connects once more to post the reply.

So even if a User uses Quick Reply box..
the reply is absolutely not Quick for him.
The time of replying includes the duration
of one or more connections.

Herewith the computer memories already have all raw data
in off-line
for shaping the selected quotings
in Quick Reply boxes.

Then the completely prepared replies with quotes
would be posted during a short time
of the one-shot connection.

Sounds more like you want to use usenet than a web based forum system.

No. I want SMF had the Usenet facilities.. and better and more.

As far as I know Usenet ignores the basic simple principle

of the Human Being existance -

the right to express his beliefs..

AND to _change_ them on the basis of Truth found again and again.

If any error.. either of grammatic or arithmetic or logical
or moral have been discovered, then it should be corrected
in the original post or manifest or declaration, etc.

While using Usenet, the original product is being saved
exclusively on the local part of the author only.
All copies of the past e-mail are _copies_ only
and there is no any possibility for the author
to update multiple sent copies. He has no access to them.

On the contrary, Web based forum system allows Users
to arrange the _unique original_ of their intellectual product
directly in public zone and the public products
are permanently accessible both for current and future readers,
and (should be) both _accessible for modification_
not only by the hands of the author himself
but also by his co-authors (there ~_was_~ such a request).

"Off-line Quoting" is just the convenience
for every_next_bit_of_portioned_product preparation
and its more cheap further posting.. to public _web_ zone.

~The Author and his posts are indissoluble.~

In this sense the ~Notify~ feature of SMF 1.1
(together with included post) is a SUBSCRIPTION
to getting the _copies_ of the current original product (post)
which is always accessed through the link
to the moment of its possible update by the author.

~It is just the reminder that only Public Posts
can provide a User the permanent access to his posts.
If you want to follow post updates
you should "Subscribe to post modifications".~
