Strict HTML and full CSS design and layout?

It would be nice when the full design, like colors, fonts etc. (and maybe the full layout) can be CSS driven.

It would make it a lot easier to edit and create theme-sets.

Yes. HTML/PHP for building up the forums and CSS for the design and layout.
