Can you create members?

SMF Version: SMF 1.1.4
Can you create new members, or do they have to self-register?

Looks like everyone has to register, you can't pre-register a group and email them their passwords, by the looks of it.

I searched the helpfiles and the forum archive but didn't find any info on this.

You can register members yourself in the admin panel in Admin / Registration.
