Permission problem / change of group

Hey,

I want to do the following thing:
Let's say i have a board HALFLIFE amongst many other boards, and three groups VISITOR / HL MEMBER / HL ADMIN (amongst lots of other groups ;-)).

How can I set SMF up so that HL ADMIN's can only change VISITORS to HL MEMBERS, and have no admin options on the other groups?
