I have an active forum, which I would like to mod with tinyportal (I have not done this yet). To test this, I have made a server at my own computer, (using XAMPP). I newly installed SMF 1.1.4. and the latest TinyPortal. Also I installed the Bluesky tinyportal theme.

Now I made a database BACKUP from my original forum, which is on-line (using JAVA SMF Backup).
I imported this BACKUP in my MYSQL database (on my local computer), using PHPAdmin.
When I now run my local forum (using /localhost/forum in my browser) the whole theme is messed up. So something in this database is wrong...?
My on-line forum had the classic theme. I made some changes in the PHP files (adjusted colors, added some lines with commercial ads).
What is causing this change in theme?

Did you run repair_settings.php to change the urls of the themes and other paths to the new location?
