Footer Change

Hi dears,

The Custom Footer must be built in featue of SMF ie Administrator can put copyright act in the footer of the page.

There should be place in bottom of the page so that additional links to the custom pages such as TOC TOU be placed.

It is quite trivial to just edit index.template.php with a text editor!
