Does anyone know how to transfer your forum from your local computer (localhost) to IXWebHosting?

By getting a account with them and upload your files with FTP or a online file manager.

No,
you will need something like phpMyAdmin :)

IXWebHosting told me I need a ticket or something like that.

They want you to open a support ticket maybe...

Do you have access to a control panel?
If so, which one?

Is this issue resolved? Most hosts should allow you to import your own database into their server. If they need you to open a ticket for this, feel free to do so.
