Well I just became a Admin on forms and there is a spammer that needs to be muted. The owner has asked me to mute him cause he does not know how.
Can any one help?

Admin -> Ban List -> Add New Ban

You can then add expiration limits (including never), a reason that will be displayed to the member, a full or partial ban, and triggers on IP, Email address and username.

Select the user (ProfileCP), then as admin (or with permissions) access Issue a warning.  Then click the Warning Level until desired level of restriction, 60%+ will mean they can't post (thus muted).

How do I give a Moderator, the power to mute ?

Rumbaar

You can't give the moderator group itself the Issue warnings to members permission, due to their special nature of only being that when inside a board.  You'll have to create a membergroup and assign that permission and then add those people to that group as a secondary membergroup.  But be mindful they'll be able to issue this warning to any an all members across the forum and not just for people inside the board they are moderator for.
