Connection error (SMF 2.4)

I keep receiving this error:
There has been a problem with the database!

This is a notice email to let you know that SMF could not connect to the database, contact your host if this continues.

According to http://dimalaoshi.com/database.php [nofollow] there is no problem. My host is telling me that I should double check my script:
"Inform your website developer to double check the "connection script" to
your websites database, since it's giving you the error message about database"

it is with database information in your settings.php

Either try editing that, or you may want to use repair_settings.php to fix it.

If that doesnt solve it. It is the hosts Mysql server is down.
