Database doesn't change.

I am changing hosts. I got my new host and all and so now I want to transfer my old database to my new server. I have imported it into my pHpMyAdmin and also uploaded the file to my site. I use restore_backup.php and fill out all of my information. It goes through it all the way and tells me Congratulations blah blah blah it is complete. I check my site and it is still the same database. Nothing was transferred....Not my posts, members, settings, it was exactly the same as before. Can somebody please help me and tell me how to transfer my database if I am doing something wrong. Please don't reefer me to that tutorial on how to switch databases because I have read all those and I am still confused. So if somebody can give me a step by step tutorial or if you know what I am doing wrong I would really appreciate that. Thank You in advanced.

Do the values in there for the database match the one you are trying to switch too?

No the values do not match what is supposed to match? And how do I change them?

You change them from Admin > Server Settings.

That wouldn't work I am trying to upload my old database to my new host and I am not sure what I am doing wrong. So that wouldn't do a thing but thank you very much for trying to help. And if anyone else can help can you please because I really want to try to get this done so I can get my site back up and running.

In which case you edit the raw settings in Settings.php, specifically the variables that start with $db, ensuring that they follow the right details for your new server.

Thank you for all the help everybody I really appreciate it! I couldn't get anything to work so I just started all over on a new database. I know there are probably some more people having this problem out there so if you want to give more tutorials about it then that may be helpful to them. Thank You very much for all the help!
