Tested on the latest svn, I was able to create a field with cyrillic characters for hte name is both utf8 and non-utf8 charsets.

So it looks like it has been fixed for RC2 when it is released.

I have clean install of RC2(UTF-8) without any custom fields.
I have trying to create a new custom field with any Cyrillic title. For example: "Тестовое".
I see this error always

I cannot reproduce the error you mention, on the latest svn, however the behavior is still unexpected, as, on a non-utf8 forum, it seems to create the field "Тестовое", but it truncates the name, and only saves "Тестоk".
