i am seeing this extra bar in some forums

is there any mod for smf1.1.11 like this ,or is it possible to make bar like that ?

Not sure if that's custom coded, but you can try the Ad management mod:

you might be able to get similar results with it.

but i dont think that mod can do like that ,I mean to add 3 sale ads in a single bar

Where's it located on the page? You should be able to accomplish that with template edits.
