Allow forums to show no topics.

For example, if you have a subforum. I want to be able to not have/display any topics in its parent.

If there are no topics to display, it doesn't display any does it?

In 1.1, if there are no topics and you don't have permission to post one, the topic listing area ("No messages...") isn't even shown.

I am kind of meaning removing all of the topic related things like the "Pages: [1]" sections, the "no messages..." section and all the "Hot topic", "normal topic" etc buttons.
