The file should be the SMF folder, along with Settings.php.
If it's not there, then you might want to ask yourself why... the file information is critical for security of your forum, and by default it should exist.

But apart from that, you can also make a copy of your current Settings.php and name it like it says.

Thanks for the help with your suggestions I was able to perform the update but after it was done now my forum says following error when I try to view it...

Fatal error: Cannot redeclare template_init() (previously declared in /home/patelh/domains/warcraft-source.com/public_html/board/Sources/Load.php(2075) : eval()'d code:32) in /home/patelh/domains/warcraft-source.com/public_html/board/Sources/Load.php(2075) : eval()'d code on line 562

Did you modify manually the code? It looks like you may have added twice the definition of a function, in a file.

Since you were performing the large upgrade, you could try to re-upload all fresh files from the package again, overwriting the current files. That should take care of whatever happened.
If there was a reason why you modified manually some particular SMF file(s), please tell what that is.

No I did not change anything in any of the package files...gone try to clean install, I'll post the news.

You don't need to do a clean install, please consider just using the large upgrade package files again, upload them all. Sometimes FTP clients are known to drop files during upload, perhaps that's what happened and you still had some old file(s). Retrying to upload them all would be useful.

Note that in FileZilla at least, you can see after uploading files, a tab on the bottom of the window saying "failed files" - you can check it out to see if any file failed upload.
