Can't install packages

Hey, I'm currently running SMF 2.0RC3 and when i try to install a modification i get this error;

An Error Has Occurred! You cannot download or install new packages because the Packages directory or one of the files in it are not writable!

So i go on Filezilla and checkout Public_html/packages and everything inside is CHMODDED. So why can't i install any mod's? This smf forum is new and hasn't had any mod's added to it yet.

I'm having the same issue but in addition to packages, the users of my forum cant upload avatars either.
