I need Quick reply box and quick register box that support any theme.

Is there?

Quick reply is a built in feature, and searching the forum here will no doubt cover how to turn it on since it's a very common question...

As for quick register, what should that do? Supporting any theme will be almost impossible, by the way, particularly if you have any of the anti-spam measures (like CAPTCHA or questions) enabled.

admin -> member options change current options for all members using this theme use quick reply on topic display.

If I enable Quick Reply, it is collapsed and hide. If user want to use Quick Reply, they must click quick reply.I need it always show.

Using the above, make it set to "enabled, on by default"
